Quick answer: online casinos are illegal in Russia. A 2006 federal law, which took full effect in 2009, moved casinos out of Russian cities and into dedicated gambling zones. Online casinos were never legalised. Russia’s gambling zones
Casinos can only operate legally in designated zones. The established zones include:
- Altai Republic (“Siberian Coin”)
- Kaliningrad Oblast (“Yantarnaya”)
- Krasnaya Polyana, near Sochi
- Primorye, near Vladivostok
Further zones have been proposed or approved over the years, so check the latest official information before you travel.
Enforcement against offshore casinos
Russia has steadily tightened enforcement against illegal online gambling. Recent measures reported by industry news sites include faster blocking of illegal gambling websites, action against payment and crypto services that serve unlicensed operators, and a central self-exclusion register that licensed operators must check when new players sign up.
Because offshore casinos have no Russian licence, players have no local legal protection if a dispute arises, and payments can be blocked or frozen. We do not recommend using VPNs, “mirror” sites or other methods to get around blocks: doing so can break the casino’s own terms, risk your winnings and may break local law.
Could online casinos be legalised?
In early 2026, Russia’s Finance Ministry proposed legalising and taxing online casinos, with discussion of a 30% tax and a minimum age of 21. A change like this would need to pass the full legislative process, and it has faced opposition. Until a law is passed and licences are issued, online casinos remain illegal, so check the current position before you play.
